Well, actually, I don't know why HQ was originally located in Colorado. It could have been due to lobbying by the Air Force.
The Redstone Arsenal, in Huntsville, has been a major part in the space program, as long as there has been a space program. It's a huge complex, with 30-40,000 people working there. The, what, 1600 staff that Trump claims will be added, will hardly be noticed.

After operating as a tenant on Redstone Arsenal for over half a century, the Ordnance Munitions and Maintenance School was moved to Fort Lee (now Fort Gregg-Adams), Virginia.
