5-4 decision that allows a lower court order to stand. The trial court ordered payments to USAID recipients to continue while the issue is litigated. A bit of a setback for the Trump administration, but not really a ruling on the merits of the case, just a ruling that stood up for the lower court's power to issue temporary injunctions/restraining orders while the issues are decided.
