How many bails of US currency went missing during Bush's wars in Iraq and Afghanistan?

Unaccounted-for money in Iraq

According to the Special Inspector General for Iraq Reconstruction (SIGIR) and other reports, billions of dollars were lost or went missing, including funds from both the U.S. government and Iraqi sources.

Reconstruction funds: The Special Inspector General for Iraq Reconstruction (SIGIR) reported that about 10% ($6.06 billion) of the $60.6 billion spent on U.S.-funded reconstruction in Iraq could not be accounted for. In 2012, SIGIR estimated that at least an additional 15% ($8 billion) of that amount was wasted.

Development Fund for Iraq (DFI): A 2010 SIGIR report found that the Department of Defense (DoD) could not properly account for $8.7 billion out of $9.1 billion in Iraqi oil and gas revenues it was entrusted with. Of this missing amount, there was no paperwork at all for $2.6 billion.

Airlifted cash: In 2004, the Bush administration flew $20 billion in cash into Iraq, much of which was distributed in pallets and suitcases. At least $6 billion of this money disappeared, with Iraqi officials suggesting the true figure could be much higher.

Unaccounted-for money in Afghanistan

Similar problems with mismanagement and a lack of accountability plagued reconstruction efforts in Afghanistan, though estimates of lost funds are difficult to quantify precisely.

Waste, fraud, and abuse: In 2020, the Special Inspector General for Afghanistan Reconstruction (SIGAR) reported that at least $19 billion of the $63 billion it reviewed was "lost to waste, fraud, and abuse".

Weak oversight: Throughout the mission, SIGAR highlighted weak oversight and poor record-keeping by the Department of Defense. This included a report revealing that in 2014 alone, the Army lost track of equipment worth more than $586.8 million.

Missing equipment: A 2017 audit by the Project on Government Oversight (POGO) found that the Army lost track of 13,000 items worth $1 billion, including weapons and other sensitive equipment.
