Since Trump started with the tactic he wanted to employ (Massive Tariffs For the Entire World!!!!), not the goal he wanted to achieve, spokesbeings like Lutnick don't have anything they can really commit to.

Seems he may have like the disruptive part and the he could do it in his EOs, etc. Doing it this way, anything that might be positive that comes of it can be declared a win and the goal after the fact.
