By local standard, no, not close at all. It's at the extreme other end of the country.
By international standards, yes, very close: about a 50 minute walk. Monaco is about 2.1 miles long tip to tip. Central Park in NYC is about 2.5 miles long.
The tournament creates quite the traffic chaos, but that's life. Not as bad as the F1.
I did attend once, some years ago. There was even an exhibition game between the prince and one of the all time greats. I was impressed that the prince managed a pretty creditable showing.

Monaco is about 2.1 miles long tip to tip. Central Park in NYC is about 2.5 miles long.And Monaco has an area of 2.08 km˛ (0.80 mi˛) while Central Park has an area of 3.41 km˛ (1.317 mi˛) (all according to WikiPedia). So Monaco would fit nicely within Central Park (ok, some bits would have to be carved off and moved around :-) ).
