Secret Service said the area where it was found doesn't have security cameras. Secret Service narrowed down the list of possible suspects, based on who was in the area during the time frame, but without video or physical evidence there's no way to confirm the identity of the individual.
And none of the Bidens (including Hunter) was in the White House at the time.
