"Not measurable voter fraud to change the outcome of the election": "Yes, there was fraud, and quite possibly a lot of it, but we're going to draw the conclusion we need to avoid thoroughly investigating that admitted voter fraud, or else if we did investigate it thoroughly, we might accidentally prove it altered the outcome of the election."
