ICE agents arrested a man on Christmas Eve... and then stole his groceries.
Immigrations and Customs Enforcement officers in Yakima, Washington, spent Christmas Eve arresting a man in a Walmart parking lot—even taking his already purchased groceries for themselves.
Four ICE officers in masks and tactical gear can be seen in a video surrounding a man with a car full of food while he loads it into his car. A woman watching the arrest asked ICE if she could take down the phone number of the man’s wife to let her know her husband had been detained. The ICE agents refused. On the bright side, they didn't steal his fillings.

Good, then he has nothing to complain about except being an illegal alien.

Is he? The article doesn't say. And a quick search for further information/articles turns up nothing, either. Given how many mistakes ICE has made, I wouldn't just assume they've got themselves an undocumented alien. Maybe, but we don't know at this time.
And that doesn't excuse them stealing his groceries. Did they take his wallet and watch, too?

No, it's still theft at least. If he has a family, they should drop the food by.

Theft is an "unlawful taking of property with the intent to permanently deprive the rightful owner of it."
Seems like you are filling in a lot of blanks here with nothing but speculation.
You might be better off trying to fill the blank space between your ears.
