Not clear it is better. Nobody has deployed any CCS solution at scale but neither are they trying to bury biomass at scale. Assuming a hypothetical regime where humanity actually was making serious efforts to reduce atmospheric CO2, it would make sense to let different solutions compete for carbon tax credits or whatever other source of $$$ is funding those efforts.
