But that money will go to the U.S. Treasury, not to Trump personally.

I don't see anything preventing other countries offering insurance. My first thought was the Saudis insuring their cargoes as they directly benefit from keeping their exports moving, and they have deep pockets. Are we such suckers that we would subsidize the Saudis, and Trump the God's good buddy MBS?

Yes, we are.
It’s just another Trump-brand grift. He wants to build “Trump towers” (or some other real estate developments) in the Middle East and can pay off the Saudis and the other oil rich states with US taxpayer money instead of his own.
