Theory into practice the FED signals corporate managers first and then does things in advance. This gives time to corporate planners making the FED's actions more powerful.

That was during supply side economics. Now as we enter demand side economics, the FED must front run the economy but without warning. This takes power away from the FED. But the idea is for the FED to open up more power to the fiscal side of the equation, which can be any of the branches of government.

Fed Cuts Rates Again, Is Divided Over Future Moves
The Federal Reserve cut interest rates for a third time this year, but officials were divided over their next move. Jerome Powell, the central bank’s chair, said “we haven’t made any decision about January.”

My comment the decision making process is becoming herky jerky regardless of Trump.
