The key thing I'm looking for is that you understood the problem, but inaction won out over action.

One can understand the problem, but be unable to rationally do anything about it. Why? TIMING !!

It is not an opportunity to fix the problem when the problem is "sometime in the future". It is not "now", you are seeing a POTENTIAL problem.

Remember the claim: The market can stay irrational far longer than you can remain solvent.

That is why most people will skip betting on their theories. Those who DO bet on their theories are generally called "market timers" and they mostly go BROKE as a result.
