He suggests using a negative rate in the top two measures he prefers to time the market instead:

Not quite.

He suggests using those to decide if you should obey or ignore the SMA sell signal.

You only look at the SMA for the sell signal if either is negative YOY.
You buy on the SMA buy signal, regardless of these.

It inhibits the sell signal if the economy is doing fine.
