They're questioning whether Trump is Constitutionally qualified. That's not about representing voters, that's about the requirements imposed by the Constitution. Just as for 1poorkid, they could (and should) rule that she isn't qualified because she's only 27. That's not representing voters, and doesn't pretend to be. It's questioning meeting the qualification criteria, which in this case includes not engaging in (or providing aid to) insurrection against this country.
