Similar to the SA, except ICE actually has official powers. The SA was murdered/disbanded once the regime had official power (to be replaced by the gestapo).
The next Dem POTUS needs to have someone weed out the clowns, and those that need to be prosecuted, and keep the cream (I'm sure there are many well-trained professionals in that mix).

Also similar to the night riders of the KKK- supported by higher authorities, anonymous, preying on an intimidating the vulnerable. They could even commit murder and get away with it.
And the upstanding people in town could say “it’s a shame- all the violence, but those people need to be more respectful of authority.
