And just who has the better credibility, based on historical actual behavior and statements by respective leadership?

Neither, at this point. This just happened. Neither party is probably 100% sure of what happened, given the fog of war and all that - and both parties know that it's in their best interest to immediately deny responsibility, even if it ultimately turns out that the munitions that struck the hospital were their own.
