The bill will fail because this is what it essentially locks in as a matter of law. 5,000 illegals per day = 150,000 a month before any triggers take place. (And that's assuming Biden wouldn't just ignore it, as the law lets him do. That part is called the President determining that closing the border is not in the national interest.)

Why is this a good thing? It's not. It's absurd, and this is why the bill won't get past its cloture vote.
