OK...there are two types of resolutions. The one that has force of law is veto-able. In which case, you'll need to get 73 Reps on board. Good luck. Never happen.

Not sure how that differs from a bill, then. The resolution is usually just a statement of opinion that has no teeth, and is not veto-able. If a binding resolution is passed, it seems to me to be like a bill that could/would become law if signed.
