I don’t know why Sen Kennedy would be surprised by those loans. They were part of the IRA that Congress passed in Aug 2022. That spending, which passed and was signed while Kennedy was in the Senate so he is certainly aware of it, included a very large increase in energy loans.

His line of questioning is nothing more that performance art for the dumbest part of the GOP base.
