given that trump has several pathways to impose tariffs, this seems nothing other than a fealty test.

however, there could be some market volatility if the ruling is explicit in that collected tariffs have to be repaid.
i have no doubt compliance can and will be delayed until something else is in place. no court has deemed trump's lifetime record of delays and weaseling a threat to 'this particular ruling'.

and i say 'some' volatility, because nothing seems to perturb this market on the basis of future disaster resulting from obvious incompetence. seems perpetually too far away.

That's not entirely true. There are other statutory bases for tariffs to be imposed, but none of them offer the flexibility or duration as the power that Trump has asserted under the IEEPA. If he is forced to proceed under other statutes, the scope of tariffs will be limited, and most of them will be significantly time-limited.

well i assumed other pathways were less amenable to the daily changes based on incoming bribes and ego-feeding.
which is the only relevant limitation in trump's decision making.
