FYI,

Not to get lost in other threads but apparently Vanguard is difficult with POAs. Saw this over at bogleheads.

We have cross-POAs but my understanding is that VG does not recognize POAs that are not done via their system.
That's what's been reported here. They refuse legitimate POA papers, in reference to their own. If OP's parents are no longer competent, they wouldn't be able to sign one now.
