Because doing it during the Convention would make it a 5 minute story, smothered under the wall-to-wall of everything else. While it might be a topic of conversation among attendees, most of the TV coverage is simple “point the camera at the podium and let them speechify”.
Doing it before the Convention would make it have a shelf life of a day or two.
Doing it immediately after the convention, Trump’s hope is that he can stomp on the good vibes that emanate after every convention, whether Republican or Democratic. The Dems rather abruptly ended conversation about the Republican ticket with the switch from Biden to Harris. This is, in a minor way, payback.
