That would mark a departure from the broad sweeps that have provoked backlash and legal challenges in Minneapolis and other U.S. cities.
The updated guidance came from Marcos Charles, the top official in ICE's Enforcement and Removal Operations division, the email said. It said officers could only target immigration offenders who had a previous criminal history.
"We are moving to targeted enforcement of aliens with a criminal history," it read. "This includes arrests, not just convictions. ALL TARGETS MUST HAVE A CRIMINAL NEXUS."
Under former President Joe Biden, ICE officers were required to focus on serious criminals, but the Trump administration rescinded that policy, allowing officers to arrest non-criminals without restrictions.

If they only arrest actual criminals, instead of every brown person who doesn't have his "papers" on him at the moment, how are they going to generate the big numbers that MAGA wants to see?

It will probably be a real change in Minnesota. There has long been a schism within the Administration on what the immigrations strategy should be WRT non-criminal illegal aliens. Noem and Bovino have been in the "get everybody" camp, while Homan has leaned more towards "target the worst ones" camp.
Here's the thing to remember - the "enhanced operations" in Minnesota weren't going to make those communities safer or get more violent criminal aliens out. If they were designed to do that, and effective in doing that, then they would be going to red states or to communities that have larger numbers of illegal aliens. Red states would want them if they were good for the community, and the Administration would have doled them out as rewards for supporters rather than punitively against communities that didn't vote for him. And if they were good at catching a larger proportion of aliens, they would have been deployed in the areas where there are vastly more aliens (like Texas or Florida or Georgia or Arizona).
Because of how they were deployed, we know that the "enhanced operations" were intended to serve purposes other than catching a lot of unauthorized aliens. The Administration seems genuinely convinced that these tactics are not achieving those intended effects - or at least are causing enough backlash that it's not worth continuing them in this manner.

Well, that's the question - is this just a change in tactics in Minnesota, or nationwide? Minnesota doesn't have all that many unauthorized immigrants. It's not even in the top 10. The national numbers are going to be determined by what ICE does in CA, NY, FL, NJ, IL, NY, and the other states that have much larger unauthorized populations. If ICE nationally were to start targeting their operations to only immigrants with criminal records, they are not going to be able to generate the big numbers of arrests that MAGA wants to see.

Homan's political language, confrontational remarks, and associations with hard-line groups to argue his rhetoric has often been inflammatory and escalatory rather than narrowly focused on “worst of the worst.”
HOMAN: “I'm coming to Boston and I'm bringing hell with me.”
HOMAN: “Do I expect violence to escalate? Absolutely.”
He has repeatedly attacked media and political opponents, crying about “smears,” “lies,” and “fake stories” to characterize the reporting of ICE operations — language that escalates conflict in public discourse.
As someone else observed when Homan was announced as the new head of operations in Minneapolis: Replacing Gregory Bovino with Tom Homan is like shitting your pants and changing your shirt.

Oh, sure. I'm not in any way praising Homan. He's 100% an immigration hardliner, and is hardly one to try to calm feelings on the issue. But, he's been one of the folks in the Administration that recognized that prioritizing targets was preferable to just going after everyone indiscriminately vs. the Miller/Noem group.

Oh, sure. I'm not in any way praising Homan. He's 100% an immigration hardliner, and is hardly one to try to calm feelings on the issue. But, he's been one of the folks in the Administration that recognized that prioritizing targets was preferable to just going after everyone indiscriminately vs. the Miller/Noem group. Trump's campaigns distill down to "brown people bad. brown people criminals. I'll get brown people out". I don't see a fundamental change in tactics. We have not seen the sort of upheaval in Memphis, New Orleans, or most of the other cities where ICE has been running operations.

I don’t think it’s entirely intentional. In addition to being proto-nazis they are a bunch of bungling idiots chosen exclusively for their blind loyalty. Trump makes major policy decisions by brain farts, triggered by random segments on Fox or Loomer tweets. The acolytes then rush to implement what they think the dear leader wants, because there’s never a real policy discussion or plan.
They tried to do the same in Minneapolis as in LA and Chicago. But those are giant cities. Even if you send all available goons into those cities, their impact on daily life in the whole city is not very noticeable. Minneapolis is a smaller city. ICE has recruited more agents, and scraped the bottom of the barrel to do so, and the agents have become more drunk on their own power. And I’m sure that Minneapolis has more of a small town character where people know and care about their neighbors.
The result is an unplanned shit show. Now they will recalibrate a little and continue with a more controlled Gestapo campaign. Trump has so far done in one year what it took Hitler about five years to set in motion. He’s not stopping now.

its hard to imagine homan is anything but a superficial pause in violence on citizens (there is the massive money funded ice momentum), but he certainly brings the trump mafia corruption bonafides.
but let's look at trump's options other than homan, who is at least in a related role and brings the rightwing media the much needed 'experience' parrot points.

sure, since the key intent is to distract by getting someone out, and trump himself cares not for credibility. but loomer may be too going far on short notice. the others in congress that pull this stance have very cozy districts.
