You're going to claim that all that was said was that she was to 'stem the causes' but Biden's quote above clearly calls out Mexico...and they share a border with us.

I think Kamala did talk to Guatemala and maybe some officials in Mexico about the border between Mexico and Guatemala. But it was Biden who talked to Mexico about being tougher on people that try and cross that border. Not that is not the border between Mexico and the USA.
