I read an article by Peter Diamandis regarding two different points of view about AI implementation. I can't link the article as it came as an email. In the article it had the following section about implementation. Wondering if anyone knows what Europe is actually doing and the companies doing it?

"And as open-source models begin to rival frontier labs, adoption will beat invention. China and Europe are already aligning AI investments with real-world outcomes: education, logistics, medicine. The US still plays defense."
