I didn't hear it so I went and found the complete remarks (emphasis, comments, mine) which seem to be taken out of context.
BIDEN: And just the other day, a speaker at his rally called Puerto Rico a "floating island of garbage." Well, let me tell you something. I don't -- I -- don't know the Puerto Rican that -- that I know -- or a Puerto Rico, where I'm fr -- in my home state of Delaware, they're good, decent, honorable people. The only garbage I see floating around out there is (singular, not plural) his supporter's (possessive, not plural) -- his -- his demonization of Latinos is unconscionable, and it's un-American.
But, sure, Joe stepped in it in his rather inarticulate way, which is one of the reasons he's not at the top of the ticket.

However Joe or Harris try to walk this back, it is EXTREMELY damaging to have the idea that Trump's supporters are garbage in the news cycle with only 6 days to go before the election. It's already a new MAGA rallying cry for crepe's sake.
I hope to god that this doesn't end up like Hillary's "deplorables" comment, which was much less of a broad stroke dissing of all of Trump's supporters, and yet probably also contributed to her loss.
