Candidate recruitment is a very early sign of how a party is going to do in an election cycle. It is still way too early to actually get a sense of what the midterms will look like - but when a top-tier candidate decides to pass on a rare open Senate race in a purple state, it's a big flashing warning sign about what folks in the thick of things are thinking about that cycle right now.
