They then used what they learned they could get away with in terms of information suppression/throttling/outright censorship to help sway an election in 2020.

Both of Trump’s impeachments are completely due to Trump’s own actions. There is no doubt whatsoever about Trump’s conversation with Zelenskyy. Nor is there any doubt about his actions leading up to and during the riot on Jan 6.
There are good arguments to be made about the wisdom of going forward with the impeachments. But there are no conspiracies involved here.
