I think rare earth, and climate change ETFs are a good bet now. ICLN, TAN, SMOG, GSFP, ACES. REMX, and Global X Lithium & Battery Technology are ones I have seen so far.

Maybe but only if control of those rare earth items are allowed to be supplied from some place besides China.

Recent performance not so good.

I looked also, and the 15 year performance is horrible. I guess they must have really crashed in 2008, but the 10 year performance is very respectable. Depending on the fund some as much as 12.5% per annum.
