there are signs this is a 'voluntary' agreement with durov.
if so, it has massive implications for russia, which are so incompetent that they use telegram for secure military comms.
one can envision the entire 'archive' of russian comms can be handed over and decrypted with minimal help from any cyber-savvy nation in NATO.

other trans-national criminals probably also nervous.
