This was a procedural vote to bring the bill to the floor for debate. The vote to begin debate is normally a formality that passes entirely along party lines. McCarthy couldn't keep his members united on this procedural vote, which is why democrats waited until it was clear that McCarthy didn't have the votes before stepping in and rescuing him. Democrats didn't need the votes of Jayapal and the progressive wing so let them vote 'no' to make their point to their constituents. McCarthy is no Pelosi... she kept her members in line.
