Why hasn't the Epstein Estate just done a total file dump of everything it has?

The most obvious reason is the Estate is a legal entity which is subject to being sued for defamation.

The Executor and Lawyers for the Estate have absolutely no way of knowing whether or not particular contents of the files or whatever they have are true or false.

A mass file dump to Congress or the public absent a valid subpoena or legislation immunizing the Estate from defamation claims could easily be regarded as "reckless indifference" to the truth or falsity of what is being released, and therefore, even if the alleged defamation involves "public figures," may constitute a jury issue on the issue of "actual malice."

The liability to any person or entity recklessly releasing defamatory materials would be astronomical.
