In the Philippines most expats would be happy if there was a functioning HOA. Nearly all condo places have one, but they have no force. The HOA and bylaws need to be attached to the contract you sign to be effective. They love cockfights and you can find out that someone is raising fighting cocks on a balcony near you, or no one pays to have the pool cleaned, or there's no guard because no one pays the fee. Political signs are your least worry.
