That seems likely. Russian exports to the U.S. were only about $3 billion last year, compared to an overall economy of about $2 trillion. If there's an economic sanctions package that can affect Russian behavior in Ukraine, tariffs will be at most a tiny tiny part of that.

Any tariffs imposed will be of the kind to go after the buyers of Russian energy, not the Russians themselves. Short of committing 20,000 NATO troops and a lot of airpower it's the best weapon we have.

I agree that's a stronger weapon, and that might plausibly leave a mark on Russia. But he didn't announce any secondary sanctions. Just a 100% tariff on Russia. That's not going to matter much, in the long-term scheme of things.

A White House official clarified to CNN that when the president referred to “secondary tariffs,” he meant 100% tariffs on Russia and secondary sanctions on other countries that buy Russian oil. The US conducts very little trade with Russia, making the secondary sanctions the piece with potentially the most bite.That last bit is to your point - we don't buy anything from the Russkies anymore besides the odd case of crappy vodka so tariffs on their stuff won't work. But we *can* put the screws to countries that buy his energy (Read: China)...
