Clearly some Republicans, or there wouldn't be a deal anywhere near the table. Perhaps not you or Mike Johnson. McConnell clearly is optimistic.

I suspect the first line in the OP appeals to them, and is maybe worth a compromise on the second bullet point to get the first.
