No, but that hasn't stopped many authoritarian imbeciles from trying.

Maybe it's nothing but a show, to keep the mob diverted, while TPTB advance their real agenda? After all, the group targeted, and the mob pandered to, are nothing but expandable meat, right? So use them. And, if they ever get wise that they are being conned, shift to a new pogrom.
