It's hard to tell with all the moving pieces but I noticed here in New Orleans that our bills have declined because we have finally made it 20 years since Hurricane Katrina and all of these Citizens Fair Plan replenishment surcharges have finally rolled off. 20 years of surcharges! Just in time for the next big one
