I've made similar word transpositions all my adult life and do not know why. I believe what was in his head was the following because I do it too:

"I'll feel as long as I gave it my all and I did the job as good as I know I can do, that's what this is about," Biden said.

One time long ago, at band camp, we were talking about the height of a boat's mast relative to the building adjacent to the dock and I said 'it's not four floories high." I was amused at my blending of floors and stories; 'floories'.
