You are correct. He said the 10 point proposal was "workable", meaning it is a starting point to negotiate precise provisions of a final agreement.

Negotiations were making progress in February too. The Omani mediator said Iran was offering more than it offered in the JCPOA. Another meeting was scheduled for a few days later, but Trump attacked in the interim.

Meanwhile, that second assault ship full of Marines draws closer to the Persian Gulf. The first assault ship arrived March 27. The second, USS Boxer, stopped at Hawaii on March 31.
