An expert on MSNBC was saying that it was an easy shot, that could be done using only "iron sights", meaning no scope would even be required.
For a medium skilled shooter it's not too hard of a shot. The shooter was shooting down and had to make allowances for wind - that may be why he hit hte neck when he was aiming at the head. Someone up close said Kirk was wearing a bullet vest.
