So...where is the incentive for Trump to agree to anything? He gets all the programs eliminated that he wants to eliminate, without Congress' approval, and he can blame Congress for it. Why not sit on his hands, and let it all play out? Don't start crying about all the Proles that will be hurt. As offered before, in the eyes of a "JC", and Trump absolutely is a "JC", we Proles are nothing but expendable meat.
