This has been a theme of yours of late where the all-powerful Congress dictates spending to the President. That's not true. The President works alongside Congress to decide on the controlling political party's objectives.
It's not a theme. It's the law. If the Congress tells the President to spend money on things, he has to spend the money on things. They pass the laws, he has to execute them - that's why he's the Executive and they're the Legislature.
This is not a close issue. The Supreme Court ruled 9-0 that when Congress directs by law that money should be spent on something, the President must spend the money on that thing as required by law - unless the Congress gives the President discretion not to spend it.

It's pretty simple - the President is required to follow the laws passed by Congress. The President can "work alongside Congress to decide on the controlling party's objectives" - but once Congress has passed a law, the President has to follow it. And that includes appropriations laws.
