Homan gets hung by his requirements.

1. He is put under oath by a Congressional Committee.
2. He is then ordered to produce a COMPLETE LIST, BY STATE, of each and every "criminal" individual he SWEARS needs to be arrested and deported. PLUS, he is required to provide the LOCATION OF EACH AND EVERY "criminal" individual he HAS SWORN "needs to be found so that person can be arrested and deported". The COUNT OF INDIVIDUALS TO BE ARRESTED--per state--shall be deemed reasonably accurate if the TOTAL FOR THAT STATE--CLAIMED UNDER OATH--is within 10% (TEN PERCENT) of the CLAIMED figure.
3. Now, with "list in hand", each and every state CAN search for, find, and turn over to federal authorities each and every person ON THAT LIST--AT THE SWORN LOCATION.
4. Fun part: For each NON-"criminal" person sworn by Homan to be a "criminal", the US govt shall REDUCE THE BUDGET OF ICE/CBP by $25-million, which Congress is prohibited from re-appropriating from ANY source. The $25-million shall be given to relief agencies working to PROTECT SUCH INNOCENT PEOPLE FROM THIS TYPE OF CRIMINAL ACTIVITY BY THE GOVT. In order to set a MINIMUM CRIMINAL STANDING, any individual with LESS THAT 34 (THIRTY FOUR) FELONY CONVICTIONS, SHALL BE DEEMED TO HAVE NOT COMMITTED ANY CRIMES. People released under this MINIMUM CRIMINAL STANDING, SHALL BE ELIGIBLE TO CLAIM DAMAGES BY ICE/CBP IN THE AMOUNT OF $5-million (FIVE MILLION) US DOLLARS, which shall be turned over to the person by ICE/CBP when the courts determine the number of felonies fall below the minimum standard.
5. EACH AND EVERY US CITIZEN TAKEN BY ICE/CBP shall be immediately paid $10-million (TEN MILLION) US DOLLARS AS COMPENSATORY DAMAGES for Homan's professional errors and omissions.
6. The family AND parents of EACH AND EVERY US CITIZEN KILLED BY ICE/CBP shall EACH immediately be paid $50-million (FITY MILLION) US DOLLARS.
7. The ONLY PROOF required to claim payment per #5 shall be proof of US citizenship by the person taken by ICE/CBP FOR ANY REASON.
8. The ONLY PROOF required to claim payment per #6 shall be proof of death by--or in the custody of--ICE/CBP FOR ANY REASON.
9. If the number of names SWORN UNDER OATH TO CONGRESS does NOT reasonably approximate the number of people CLAIMED BY HOMAN, ICE/CBP shall pay the state where there are substantively too few people identified by HOMAN. The amount to be paid to the state shall be $50-million (FIFTY MILLION) US DOLLARS PER PRISONER FALSELY CLAIMED AS BEING UNDER THE CONTROL OF THAT STATE.
