The thought occurred to me, those banners could have been ordered by the heads of those departments, to zuk up to "his nibs". If that's the case, I wouldn't want to be the department head with the smallest banner. "Whazamatta, don't you think I'm worth more than a $6000 banner? The other guy spent $33,000. How should I take your dinky, cheap, little banner?"
