I didn't rewatch it. As I recall, part of it was that the military puts up excess hardware for sale at bargain prices. Polices forces snap it up, but then have to use it to justify the expense. At least part of the reason is that they are trying to protect officers from a heavily-armed public.

That practice should be halted nationwide. And the police forces should have to dispose of their armored vehicles and other military hardware. IMO.
