This is just a guess based on using my iPhone to photograph through airplane windows. I have found that if I am a little too far away from the window, the phone will focus on scratches, or condensation, or dust, or schmutz on the window. Moving in closer to the window allows the camera to focus past that. That is what it looked like was happening to me.
