He's making all the motions of a man running for President in 2028.

A man running for President in 2024 has to file paperwork to declare their candidacy to meet state-by-state ballot deadlines. They would have to start building a campaign infrastructure to manage volunteers and fundraising and advertising and GOTV drives in several dozen states. They would have to start building a network of allies, surrogates, and consultants to do all the myriad and manifold things that have to be done to have even the possibility of winning a primary - let alone against an incumbent President.

Don't discount the fact that the people who run the democrat party won't allow Biden to go forward at the convention if they think he'll lose badly.

Who do you imagine those people are, that could tell the President not to run? Nancy Pelosi? Barack Obama? There's no one who "runs" the Democratic Party more than the sitting President. And what possible scenario could start with the President being forced not to run at the convention that ends up with the Democrats winning the 2024 election? A brand new candidate is going to start a Presidential campaign, from scratch, with no organization or fundraising or infrastructure or staff, starting on August 22? With the election taking place seventy-eight days later?
