In fairness, I don' think Adams can do that. Work permits are issued by the feds (I95, as I recall). Not a city mayor, or city government. I read that Adams issued an executive order about busing migrants to NYC, but I doubt that is enforceable. "You papers, please" isn't a thing in the US for interstate travel.

The real problem is that at least half the population doesn't see the real problem. The real problem is that our system can only be fixed by Congress, and they have shown no interest in doing so for at least a decade. They aren't even taking the issue up, with the exception of a few "nips and tucks" here and there. It can't be fixed by executive order no matter how much people want it to be. Even aided by a pandemic, the (conservative!) SCOTUS has made it more difficult to use Title 42.

And as long as it's a vote-getter, I don't think Reps are going to want to fix it. You want it fixed, put more Dems in office.
