I'm assuming that Italy can refuse their entry. Don't know for sure, but I would assume they have the right to keep out undesirables. ICE certainly qualifies. (And, needless to say, they couldn't carry weapons without a permit, which would likely not be forthcoming.) Of course, if they step out of line even a teeny bit, the Italians could throw them in the slammer. Not as harsh as our slammers, but it would have to do...
