I think that is a mischaracterization of Harris. Both he and Hitchens have spoken at length about this, and they both see (saw, in Hitchens' case) religion in general as a threat to society (rot from within like polluting school boards, not generally violent), and radical Islam (and xianity, though that isn't as extensive) as a proven threat (e.g. World Trade Center, etc). That does not make one an Islamophobe. I don't recall Harris supporting the "Muslim ban" of 2017, for example. In fact, I'm pretty sure he spoke out against it.
